The duty of the ruler is that his humble people mey not tak to revolt being suppressed by his bad polity. A person who disrespects others, in a way disrespect himself. A virtuous man does not disrespect his friend or vevn his enemy. Disrespect to enemy can investigate him toreact. The best thing is to destroy him completely. For a ruler this is very important.

Whoever imposes severe punishment becomes repulsive to the people; while he who awards mild punishment becomes contemptible. But whoever imposes punishment as deserved becomes respectable. निरंतर यात्रा करते रहने से मनुष्य बूढ़ा हो जाता है; लगातार बंधे रहने से घोड़ा बूढ़ा हो जाता है; पति के साथ शारीरिक संबंध न मिलने से स्त्री बूढ़ी हो जाती है; और धूप में पड़े रहने से कपड़े पुराने हो जाते हैं।

Constant travel brings old age upon a man; a horse becomes old by being constantly tied up; lack of sexual contact with her husband brings old age upon a woman; and garments become old through being left in the sun.

She is a true wife who is clean (suci), expert, chaste, pleasing to the husband, and truthful.

हर किसी में कोई न कोई कमजोरी अवश्य होती है। इन कमियों को छिपाने की एक आम प्रवृत्ति भी होती है ताकि लोग इनका फायदा उठाकर नुकसान न पहुँचाए, पर लोग मज़ाक जरूर उड़ाते हैं। शत्रु की कमजोरी का पता चलने तक उसके साथ दिखावटी मित्रता बनाए रखनी चाहिए। उसे अपनी स्थिति पर प्रफुल्लित रहने दें।

Everybody has same or the other weakness. This eis also a a general tendency to conceal theee weaknesses. For people may not harm for these, but they will surely ridicule or make fun of. Friendship, of course feigned should be retained with enemy till his weakness is known. Let him remain elated.

दुष्ट लोग आग के समान होते हैं। भले ही उन्हें सिर पर बैठाया जाए, वे जलाते ही हैं। वे अपने शुभचिंतकों और परोपकारियों को भी नहीं बख्शते।

He who forsakes his own community and joins another perishes as the king who embraces an unrighteous path.

भगवान का भक्त होने पर संतान, मित्र और रिश्तेदार दूर भाग जाते हैं; फिर भी जो लोग उसका अनुसरण करते हैं, वे अपनी भक्ति से अपने कुल का कल्याण करते हैं।

Offspring, friends and relatives flee from a devotee of the Lord: yet those who follow him bring merit to their families through their devotion.

हर प्रकार की संपत्ति हर संभव उपाय से संचित करनी चाहिए।

All types of riches should be amassed by all means.

वेश्याएँ कभी गरीबों के साथ नहीं रहतीं, समझदार लोग कभी किसी कमज़ोर का साथ नहीं देते, और पक्षी कभी उस पेड़ पर घोंसला नहीं बनाते जिस पर फल न लगें।

Whores don’t live in company of poor men, citizens never support a weak company and birds don’t build nests on a tree that doesn’t bear fruits.

मेरे प्यारे बच्चे, यदि तुम जन्म-ममृत्यु के चक्र से मुक्त होना चाहते हो, तो विषयों के भोग को विष की तरह त्याग दो। इसके स्थान पर सहनशीलता, सदाचार, दया, पवित्रता और सत्य का अमृतपान करो।

My dear child, if you desire to be free from the cycle of birth and death, then abandon the objects of sense gratification as poison. Drink instead the nectar of forbearance, upright conduct, mercy, cleanliness and truth.

अपनी इच्छा के अनुसार सुख किसे मिलता है? सब कुछ ईश्वर के हाथ में है। इसलिए मनुष्य को संतोष रखना सीखना चाहिए।

Who realises all the happiness he desires? Everything is in the hands of God. Therefore one should learn contentment.

जैसे टैंक में जमा हुआ पानी छानने से शुद्ध हो जाता है, उसी प्रकार संचित धन दान करने से सुरक्षित रहता है।

As water collected in a tank gets pure by filtration, so accumulated wealth is preserved by being employed in charity.

कोयल लंबे समय तक (कई ऋतुओं तक) चुप रहती है, जब तक कि वह वसंत ऋतु में इतनी मधुर आवाज़ में न गाने लगे कि सबका मन मोह ले।

The cuckoos remain silent for a long time (for several seasons) until they are able to sing sweetly (in the Spring) so as to give joy to all.

अपनों की गलतियाँ हमारे लिए बदनामी का कारण बनती हैं। उनका अपमान हमारा ही अपमान होता है। इसीलिए अपनों की बदनामी बहुत चुभती है। यह आवश्यक है कि शासक या प्रशासक ऐसा काम करे कि ऐसी अपमानजनक घटनाएँ न हों।

The demerits of our own people bringh infamiy. Their disgrace is our own disgrace. That is why infamy os such people relly hurts . It is desifrable that the ruler or the administrator may work in a way that such disgraceful conduct may not occur.

जो इन बीस गुणों का अभ्यास करता है, वह अपने हर काम में अजय हो जाता है।

He who shall practice these twenty virtues shall become invincible in all his undertakings.

मूर्ख व्यक्ति की संगति कभी मत करो क्योंकि वह दो पैरों वाला जानवर है। वह अदृश्य कांटे की तरह अपनी तीखी बातों से हृदय को भेद देता है।

Do not keep company with a fool for as we can see he is a two-legged beast. Like an unseen thorn he pierces the heart with his sharp words.

मूर्ख शिष्य को शिक्षा देने, दुष्ट पत्नी का पालन-पोषण करने और दुखी जनों से अत्यधिक निकटता रखने से विद्वान व्यक्ति भी दुखी होता है।

Even a pandit comes to grief by giving instruction to a foolish disciple, by maintaining a wicked wife, and by excessive familiarity with the miserable.

विद्या कामधेनु गाय के समान है। यह हर मौसम में फल देती है। एक माँ की तरह यात्रा में आपका पोषण करती है। इसलिए विद्या एक गुप्त खजाना है।

Learning is like a cow of desire. It, like her, yields in all seasons. Like a mother, it feeds you on your journey. Therefore learning is a hidden treasure.

यह मत कहो कि अमीर व्यक्ति को आपदा का क्या डर होगा।

Do not say, What what fear has a rich man of calamity.

हे ज्ञानी! अपना धन केवल योग्य व्यक्ति को ही दो, दूसरों को कभी नहीं। बादलों द्वारा लिया गया समुद्र का जल हमेशा मीठा होता है।

O wise man! Give your wealth only to the worthy and never to others. The water of the sea received by the clouds is always sweet.

अकेले व्यक्ति द्वारा किया गया कोई भी निर्णय सफल नहीं होता; राजा को जो भी कार्य करना होता है, उसका निष्कर्ष दृश्य और अदृश्य दोनों कारणों पर विचार करके निकाला जाना चाहिए। जिस बात पर भी दो राय हों, उसे लेकर संदेह दूर करना और केवल एक हिस्सा दिखने पर पूरे निष्कर्ष पर पहुँचना, यह केवल मंत्रियों द्वारा ही संभव है। इसलिए राजा को हमेशा प्रबुद्ध और बुद्धिमान लोगों के साथ बैठकर विचार-विमर्श करना चाहिए।

No deliberation made by a single person will be successful; the nature of the work which a sovereign has to do is to be inferred from the consideration of both the visible and invisible causes. The clearance of doubts as to whatever is susceptible of two opinions, and the inference of the whole when only a part is seen is possible of decision only by ministers. Hence the king shall sit at deliberation with persons of wide intellect.

वर्षा का जल पृथ्वी के सभी जीवों—चाहे वे चलने-फिरने वाले हों (कीड़े, जानवर, मनुष्य आदि) या स्थिर हों (पेड़-पौधे आदि)—को जीवनदान देता है, और फिर लाखों गुना बढ़कर वापस समुद्र में लौट जाता है।

बहुत सी बुरी आदतें ज़रूरत से ज्यादा लाड़-प्यार से पैदा होती हैं, और अच्छी आदतें अनुशासन से; इसलिए अपने बेटे और अपने छात्र दोनों को सजा दें, पर कभी भी उनका अत्यधिक लाड़ न करें।

Many a bad habit is developed through overindulgence, and many a good one by chastisement; therefore, beat your son as well as your pupil; never indulge them.

चाणक्य यहाँ मंत्रणा कक्ष में अविश्वसनीय या अयोग्य लोगों के प्रवेश निषेध की बात कर रहे हैं। देशद्रोही लोग इसके बुरे परिणामों को जाने बिना मूर्खतापूर्वक गुप्त बातें उजागर कर देते हैं। गुप्त बातें लीक होने से देश का कल्याण खतरे में पड़ जाता है।

Chankaya is referring there to the probibition of entry of the untrustworthy in the counsel-room. Disloyal persons foolishly speak out the secrets of the counsel not knowing the harmful effects of the same. Disclosing the secrets of the counsel mars the welfare of the country.

नैतिक उत्कृष्टता शारीरिक सुंदरता का आभूषण है, सदाचार उच्च कुल का, सफलता विद्या का, और उचित खर्च धन का आभूषण है।

Moral excellence is an ornament for personal beauty; righteous conduct, for high birth; success for learning; and proper spending for wealth.

किसी व्यक्ति या राष्ट्र के प्रति प्रेम या स्नेह केवल शब्दों से नहीं, बल्कि अच्छे कर्मों से झलकता है। राष्ट्र के प्रति समर्पण शासक और शासित दोनों के कल्याणकारी कार्यों से व्यक्त होता है। शासक को स्वयं देश के कल्याण में जुटे रहना चाहिए और जनता के हित में भागीदारी देखकर ही अधिकारियों का चयन करना चाहिए। सत्ता के भूखे स्वार्थी लोगों को दूर रखना चाहिए।

Love or affection towards an individual or nation, is indicated by good action snot merely be words. The adoration towards nation is expressed by works of welfare equally done by the ruler and theruled. The ruler himself must be engatged, in welfare of th country and also should select officials examining their involvement with the public god. Self-centered people greedy of the power should be kept away

हंस वहीं रहते हैं जहाँ पानी होता है, और पानी सूखने पर वह जगह छोड़ देते हैं; मनुष्य को ऐसा व्यवहार नहीं करना चाहिए कि जब चाहे आए और जब चाहे चला जाए।

Swans live wherever there is water, and leave the place where water dries up; let not a man act so - and comes and goes as he pleases.

सुनने से धर्म समझ आता है, द्वेष समाप्त होता है, ज्ञान की प्राप्ति होती है, और सांसारिक बंधनों से मुक्ति मिलती है।

By means of hearing one understands dharma, malignity vanishes, knowledge is acquired, and liberation from material bondage is gained.

गरीब हो जाने पर अपने रिश्तेदारों के बीच रहने से कहीं बेहतर है कि बाघों और हाथियों की बस्ती वाले जंगल में किसी पेड़ के नीचे रहा जाए, पके फलों और झरने के पानी से गुजारा किया जाए, घास पर सोया जाए और पेड़ों के छाल के फटे-पुराने कपड़े पहने जाए।

It is better to live under a tree in a jungle inhabited by tigers and elephants, to maintain oneself in such a place with ripe fruits and spring water, to lie down on grass and to wear the ragged barks of trees than to live amongst one's relations when reduced to poverty.

कभी-कभी संयोगवश कोई नासमझ व्यक्ति भी कोई काम पूरा कर सकता है, पर इसका मतलब यह नहीं कि वह तौर-तरीकों या हुनर को जानता है या अनुभवी है। एक शासक को ऐसे लोगों को दूसरे काम सौंपते समय बहुत सावधानी बरतनी चाहिए।

Sometimes coincidentally an unintelligent person can accomplish a task but that does not mean that he is a knower of means and device or is experienced. A ruler should be careful enough to designate other tasks to such persons.

एक समझदार व्यक्ति को अपनी बनाई हुई दवा का नुस्खा, अपने द्वारा किया गया दान, घर के झगड़े, अपनी पत्नी के साथ निजी बातें, परोसा गया खराब खाना, या सुनी हुई कोई अभद्र बात, कभी किसी को नहीं बतानी चाहिए।

A wise man should not divulge the formula of a medicine which he has well prepared; an act of charity which he has performed; domestic conflicts; private affairs with his wife; poorly prepared food he may have been offered; or slang he may have heard.

हमें अपने दान, तपस्या, वीरता, शास्त्रों के ज्ञान, शालीनता और नैतिकता पर कभी घमंड नहीं करना चाहिए, क्योंकि यह दुनिया दुर्लभ रत्नों से भरी हुई है।

जो व्यक्ति दूसरों द्वारा सराहा जाता है, वह वास्तव में भले ही किसी गुण के बिना हो, फिर भी योग्य माना जाता है। लेकिन जो अपनी ही तारीफ खुद करता है, वह सभी गुणों के स्वामी इंद्र होने पर भी अपमानित हो जाता है।

The man who is praised by others is regarded as worthy though he may be really void of all merit. But the man who sings his own praises becomes disgraced though he should be Indra, the possessor of all excellencies.

राज्य की सुरक्षा और जनता के कल्याण के लिए, एक शासक को हर प्रकार का धन एकत्र करना चाहिए। साम, दाम, दंड, भेद की नीतियों का उपयोग करके उसे राज्य की आय बढ़ानी चाहिए, मजबूत प्रशासन राजकोष के लिए विभिन्न प्रकार के कर जुटाने में मदद करता है।

For the protection of state and welfare of the people, a ruler shold collect all types of wealth. By suing devices of sama, dama , danda, bheda , he shold increase income of the state, strong administration helps in collecting different type of taxes fro exchequer.

राजा की ताकत उसकी शक्तिशाली भुजाओं में है; ब्राह्मण की ताकत उसके आध्यात्मिक ज्ञान में; और एक स्त्री की ताकत उसकी सुंदरता, जवानी और मीठी वाणी में है।

The power of a king lies in his mighty arms; that of a brahmana in his spiritual knowledge; and that of a woman in her beauty youth and sweet words.

आध्यात्मिक शांति के अमृत से संतुष्ट रहने वाले लोग जो सुख और शांति पाते हैं, वह इधर-उधर भटकने वाले लालची लोगों को कभी नहीं मिलती।

The happiness and peace attained by those satisfied by the nectar of spiritual tranquillity is not attained by greedy persons restlessly moving here and there.

लक्ष्मी चंचल है, और साँसें भी। जीवन की कोई गारंटी नहीं है, और रहने का ठिकाना भी अनिश्चित है; लेकिन इस अस्थिर दुनिया में केवल धर्म ही ऐसा है जो अटल रहता है।

The Goddess of wealth is unsteady, and so is the life breath. The duration of life is uncertain, and the place of habitation is uncertain; but in all this inconsistent world religious merit alone is immovable.

यह सूत्र रिश्तों के उद्देश्य का एक उदाहरण देता है। दुश्मन का वह बेटा जो अपने ही पिता को जड़ से उखाड़ना चाहता है, उसे भी मित्र की तरह मानना चाहिए और उसकी रक्षा करनी चाहिए। इसे अवसरवादिता कहा जा सकता है, लेकिन यह राजनीति और कूटनीति का एक आवश्यक हिस्सा है और होना भी चाहिए। इसके अलावा, यदि कोई पिता अपने बेटे से दोस्ती रखने लायक नेक इंसान नहीं है, तो भी बेटा एक पुण्यात्मा हो सकता है। इसलिए उसकी रक्षा करना ही बेहतर है।

Punishment when awarded with due consideration, makes the people devoted to righteousness and to works productive of wealth and enjoyment.

जो माता-पिता अपने बेटों को शिक्षित नहीं करते, वे उनके दुश्मन हैं; क्योंकि जैसे हंसों के झुंड में बगुला होता है, वैसे ही सभा के बीच अनपढ़ बेटे अजीब लगते हैं।

Those parents who do not educate their sons are their enemies; for as is a crane among swans, so are ignorant so are ignorant sons in a public assembly.

जो व्यक्ति या शासक सोच-समझकर अपने (जनहित के) काम करता है, उसकी समृद्धि लंबे समय तक टिकी रहती है।

A person or a ruler who executes his plans (of public welfare) after due consideration, the prosperity stands with him for a longer period.

यदि राजा ऊर्जावान है, तो उसकी प्रजा भी वैसी ही ऊर्जावान होगी। यदि वह लापरवाह है, तो वे न केवल खुद लापरवाह होंगे, बल्कि उसके काम को भी दीमक की तरह चाट जाएंगे।

If a king is energetic, his subjects will be equally energetic. If he is reckless, they will not only be reckless likewise, but also eat into his works.

विद्या कामधेनु गाय के समान है। वह उसकी तरह हर मौसम में फल देती है।

चन्द्रमा अकेला होने पर भी अंधकार को मिटा देता है, जिसे तारे, संख्या में बहुत होने पर भी, नहीं मिटा पाते।

For the moon though one, dispels the darkness, which the stars, though numerous, do not.

भाग्य के अनुकूल न होने पर (या ईश्वर की कृपा के बिना), आसान काम भी मुश्किल हो जाता है।

Fate being unfavorable( or without god's grace, even an easy task becomes difficult to accomplish)

स्वराज में अधिकारी और मंत्री सभी शामिल हैं। यदि इन लोगों के आचरण में कोई खराबी है, तो वह राज्य को नुकसान पहुँचाएगी। एक प्रशासक को इससे सख्ती से निपटना चाहिए।

Svanaja includes in itself the whole subject, officials and ministers. If there is something wrong in the conduct of these people, it would be damaging the state. An administrator should strictly deal with it.

जब तक दुश्मन की कमजोरी का पता न चल जाए, तब तक उसके साथ दोस्ताना संबंध बनाए रखने चाहिए।

Till the enemy's weakness is known , he should be kept on friendly terms.

इंसान को बहुत ज्यादा सीधा नहीं होना चाहिए। सीधे पेड़ सबसे पहले काटे जाते हैं और ईमानदार लोग सबसे पहले पीसे जाते हैं।

A person should not be too honest. Straight trees are cut first and honest people are screwed first.

जो ज्ञान की तलाश में है उसे सुख की इच्छा छोड़ देनी चाहिए और जो सुख की तलाश में है उसे ज्ञान की इच्छा छोड़ देनी चाहिए।

One who is in search of knowledge should give up the search of pleasure and the one who is in search of pleasure should give up the search of knowledge.

इंसान अपने कर्मों से महान होता है, जन्म से नहीं।

A man is great by deeds, not by birth.

नीच लोग धन चाहते हैं, मध्यम वर्ग के लोग धन और सम्मान दोनों चाहते हैं, लेकिन श्रेष्ठ लोग केवल मान-सम्मान चाहते हैं—इसलिए सम्मान ही श्रेष्ठ मनुष्य की असली संपत्ति है।

Low class men desire wealth;middle class men both wealth and respect; but the noble, honour only; hence honour is the noble man's true wealth.

Avoid him who talks sweetly before you but tries to ruin you behind your back, for he is like a pitcher of poison with milk on top.
